Implementing some plugins, etc. (Block Manager, etc)

When installing a plugin like Who Was Online, I see reference to using the Block Manager to enable it.. but I cannot seem to find that block manager for the forums. 

Similarly there are a few other plugins that I have downloaded, and installed, but it seems like there is an additional area I need to go to to force them to display, etc., but I can't find any documentation on where exactly to go.  Are there any additional hints that can be offered with respect to configuring some of the generic plugins (primary things like city/state, visitor count lists, newest members, etc) to display properly after the plugin has been installed?
