Encoding problems, even after running the utf-8 conversion tool

After upgrading to the latest version of IPB and converting to utf8mb4 I'm left with a bunch of malformed text in posts.

Things like 'Zo hé' are now shown as: 'zo hè'

This affects thousands of posts in my forum, what's the best way to go about fixing it?
