UTF-8 Conversion issues

When upgrading our forum from 3.4 to 4 I had to do the conversion to utf-8 (the utf-8 that included emoticons or something) with their converter. I'm not seeing encoding issues. For instance in places where there was an apostrophe it shows a bunch of jibberish. Did anyone else have this issue? My forum looks a mess and that's one of the reasons.
