(4.0.13.1) Theme File to big 1mb <

Hey guys ran into a bit of an issue the another night,

I've tried to install a new theme file which is around 1.3mb, it wouldn't allow me to upload via upload section of themes. Giving me the error of:

Something went wrong. Check the values provided on the marked tabs and try again.

The file must be smaller than 1MB.

Things I've tried (adjusted upload via server): .htaccess file, php5.ini & php.ini files, disabling cloudflare and cpanel php config (https://ban-hammer.net/forums/info.php)

Is this an IPS restriction? Or am I going crazy?
