IPS4 Read Only forums

Hello,

It would be a good idea to allow forums that are set to "read only" meaning nobody has permission to post in those forums to still move threads via moderation to those forums.

I created a "Trash" category as well as "Solved" categories and realized i can't move topics to them (that are closed) because those forums don't have posting permissions. It would be really nice to have the ability to move topics to forums that are essentially set to "Read Only", I now have to set those categories to allow Management & Staff to post just so i can move topics into those sections.

Loved having that feature in IPB3, Would love to have it in IPS4...
