Moving block doesn't work correctly

I can move block inside a sidebar, I can move a block from sidebar to main content area but you can't move a block from main content area to the sidebar.

The only way to move it form main content area to the sidebar is to remove the block and then use Block Manager to get that block to the sidebar.
