Problems with permissions and topic moderation

Hi to everyone.

I install the board 3.4.8, i make all permissions like should be but i have some problems. Some topics need to be aproved but i don't set this,

and some times moderators can't mass pin or close topics, and they have the multi moderation permission and all the stuff on. They can only delete move and prune.

Can anyone explain me what is wrong ?
