No one can post on my articles

I looked at my settings and the permissions are there for people to comment on my articles like this page:

http://silverinvestors.co/index.php?/articles.html/pms-general/investment-plan-gold-and-silver-r7/&tab=comments

but when my dad wanted to comment he said it wouldn't let him, says there is no comments to show but when I log in to my admin account I can?

Where do I go so I can make sure users can comment?
