Upload Permission Simplification

If IPS would like IPB to be more streamlined, I would suggest the following revamp to upload permissions:

Drop upload permissions (on a per-forum basis) and manage upload capabilities via quota under the "Global Options" tab. This will get rid of a column in the permissions matrix.

I'm aware that the Global Options quota affects the ability to upload to PM's as well, but it's the member's quota, the space is being used whether it's via PM or post anyway, and if it's really important, there's still the option to use Allow attachments in PMs?


If keeping PM and forum quotas/permissions are important, then forum upload permission can be granted under the "Forum" tab.
