Feature Request: Mods Area - with more options

Hi,

Could we have a "Option configurable" mods area where the admin can enable features for Mods like "Change Username" and also allow them to "Change user groups" for members - But admin can specify the groups they have access to change them to e.g.

Select which groups a moderator can change: (Ctrl+click to select multiple)
[members]
[competition winners]
[premium]
[banned]

&

Enable moderators to edit usernames: [Yes/No]
