Option to change the navbar order

Hi,

There is an option to change the order between root applications and also between ips addons but its not allowed to mix the application order. Customers who installed ip.contet and use it with ipbwrapper wants to display the articles menu button before the forum button.

pls make this a default option. otherwise we must change it under templates which isnt comfortable and upgradeble.

I did - not thoroughly enough though, I apologize
