New hook - menus

Recently I wanted to replace the default menu display with a custom one, this seems like an obvious spot to put a hook. However in order to replace the default there was a code modification and a skin mod.

Both would be unnecessary if the menu were a hook with the standard menus controllable using the hook interface.
