hello....
let's suppose I made a topic and I opened a poll. Now, every body can vote in this poll without post a message in topic. In the same time, every body can post a message without votting....

The 1st suggestion is to force members who want to vote , to post a message before or after votting....
The 2nd suggestion is to force members who want to post a message, to vote in poll before or after posting....

IF you don't want people to comment, make a section if your forum for Polls only. Set the permission to everything except reply, and have moderation approval on.

Third option would be to include the poll above the post screen, then only accept if both a comment and a vote has been submitted.

But it seems too difficult to code this in compared to what the feature's worth.
