Parachat broken fix (if you can't wait for an upgrade)

I thought since IPB staff is pretty busy I would help out and post a hot fix for parachat not loading. They have fixed it and it will be corrected in the near future in a patch, but for now I have detailed the steps to fix it manually (only need to edit one skin file).
