Calendar Time Zones

Can we either have the option to:

a/ bypass time zones so that the date entered is always the date seen by calendar and rss

or

b/ Enforce time zone setting in all calendar entries.


At the moment the time zone can only be set if you set a specific time for events therefore for some countries an all day event and a ranged event sometimes show up on the day before in the RSS and for other time zones.
