allow html in subforum title

i have a forum which has many sub-forums. and
underneath that, it shows the "Forum led by: and the list of mods.

now since they look very alike except for the latter being in italics,
i'd say its still bit confusing for new users and you can mistakenly
click on the moderators instead of the forums.

so i say,

1) either have options to turn off "forum led by"

and

allow HTML in sub-forum titles.

good one for next versions. than you can just highlight important subforums instead of just only putting them on the top of the category.
