I changed the license address from https://forum.vegmir.com on https://forum.vegmir.ru . moved the forum to https://forum.vegmir.ru . New users have a problem when registering - an incorrect key domain. How to solve the problem?

It is correct the forum is visible. 
The problem is here.

Edit: Have you tried inserting hcaptcha? It is also more secure

Go here: https://www.google.com/recaptcha/admin/ and sign in, and update your existing key to support your different domain

Looks like you have used your own reCAPTCHA 2 key and tied it to your URL. You will need to update that in order to use it on your new URL.

Here I have registered the domain. New keys were issued. It is not clear how to insert them into the forum - I did not find this setting in the forum admin panel.
