Add a "quick tips" text section above the editor

Hello,

Like on some technical forums and Q&A, I would like to add a "quick tips" section above the new topic editor. The aim is to remember to new members what they must include in their questions if they want to have help.

Example:

To get an answer, please write a question with details about your problems, and do not hesitate to add screenshots.

You must provide information about your hosting:
- PHP and MySQL versions
- Apache or Nginx
- Type of server and operating system (shared hosting, dedicated, VPS, managed, ...)

I would like to be able to add that on all the forums sections, only for new topic creation. And it should manage the enabled languages.
