Move Languages & Theme into Account Settings

I'd like to see a plugin where there would be a "Display" section where users could switch between languages and themes.

I've always enjoyed sites that had them in account settings besides the bottom of the footer.

I'd be willing to pay any amount for this plugin counting I haven't seen anything like it.
