Change Default Typing Language

Hi,

I was wondering if someone has set up a plugin or is willing to do which allows people to change the default typing language. 

We want to add automatic typing language on our forum with the toggle function. (like changing typing language from English to Georgian with "~" button).

There is an IPB forum which has this feature, however, they are running on an older IPB.
