Directory listings.

Is there a plug-in available that adds a directory listing?

I want to have a searchable listing of locations including a map the shows them all.  

Is this something that can be done with Pages and Databases?

Yes, Pages can be used to create directories. See mine as an example. You can have maps, custom fields, search (but for title and body field only), comments/reviews, filters and things like that. 

There is no feature to show all records on one map however. That would need customization.

If you'd like a directory with listings (and those listings include locations and maps, then pages is your better solution).  

You should check with @stoo2000.  He had / has a maps application
