I want to add a custom block position in the forums above the thread list and below the title.

Is this possible?

No, it's not possible to have custom widget/block positions.

let's suppose someone wanted to add some html code in that area. where would they paste it?

Yes, it is possible, you just have to edit the right template and call the block/html there.
