If the sourcecode can't find any forum moderators, then the report is sent to the global moderators instead. Failing that, the report is sent to those with Admin Control Panel access. But have you promoted your best moderators to global moderators and want them to receive the reports as well? Are you a power hungry Admin who needs to know everything that's going on at your board, lest you turn into a nervous wreck? Well, then this mod is for you. After installation, you'll have an extra settings group in Tools & Settings where you can decide exactly who should receive those reports.
