The codebox in your screenshot is set to "plaintext". Try changing that to "HTML".

It doesn't allow me to change anything I'm afraid. Clicking on "plaintext" doesn't do anything.

Yep. I can confirm the HTML editor for ads defaults to plaintext and there's no way to change it.
