I need help managing blog access permissions. Could you guide me on how to set these permissions effectively?

In groups permissions i see Forums and downloads, in Blogs i dont find permissions as in forums.

It's on a group per group basis. You will have to click on the Edit button (pencil icon) though and not the Permissions button.

For that you will have to go to the Applications area, click on Blogs application and then click the Permission button and set them according to your wishes.

It hide it completly !

i need just to show links and blogds titles but without access to content ..

i think thats not possible.

You could remove permissions to the module entirely if you wanted to stop people seeing blogs. Take a look at module permissions here
