Is there a way to limit the size of videos uploaded to our community? I know I can fudge the content width of embedded video sources, but I would like to limit the actual size of an uploaded MP4 or MOV etc.

There is not a way to specifically limit videos. You would need to limit all attachments uploaded to accomplish what you want here. This can be done on a per content basis  per member group in the ACP -> Members -> Groups
