A user posted something 8... well now it's 9 minutes ago. When I click the username to go to the profile, it says he last visited 33 minutes ago.

The user came back so now his "last visited" time has been updated. If this occurs again, what additional information should I provide? 

That sounds simply like its cache that you are seeing, nothing more really. I would need to know the user
