For some reason community members cant search for other community members in the search engine of my community. Is there a permission I need to give in AdminCP?

This is not something built into the default UI (at least that I could see).  

Try something like:

https://invisioncommunity.com/search/?type=core_members

Change this URL to your URL obviously.  

If that works, you can add a link to it in your Menu Manager.

By the way...  I made a SEO friendly version of this URL.

ACP > System > Settings > Advanced Configuration > Friendly URLs > Create New

In the "Friendly URL" field enter "search/members" 

In the "Real URL" field enter "app=core&module=search&controller=search&type=core_members"

thank you! it is kind of hidden. And in desktop you search a nameandit wont bring profiles as results. Only content the persona you searching for has participated in.

Yes, that is correct. The quick search is a content search. In order to search members you would like the search icon without entering anything to get to the advanced search, then click to search members
