Group promotion fails when checking spammer status

No help is needed as I bypassed the error by not checking the spammer status.

Further to the above, it's worth noting that for those users who triggered this issue, the site became completely unusable. They were met with errors about the theme being out of date. Clearing the locked task and disabling the spammer check resolved it.
