Where can I translate the welcome message to a new member from the administrator?

Do you use any application? This isn't a built-in option.

I use the "Auto Welcome" application.

Then check this app settings in the acp. Its actually pretty easy to edit. 

In the application settings.

The next time write in the appropriate topic.
