Howto edit/add "tool tip" text (text appearing when hover)

Hello, 

how can i

add

or

edit 

text that appear when you mouseover /hover  over an icon or other link?   ("tool tip"  text ) 

would that be a theme assistance  question 

or just a guidance question?

it involves the technical (how to add one when there is none)

the context   (cant find how to translate it, i searched in phrases in the translator didnt find them - am translating to greek)

and the visual (how can i change the colour the hovering text box  is ? )
