Translation issue

1—When I activate translation tools, I get "#VLE#content_db_lang_su_16#!#" on the front end, and it does not work on clicking and word to translate it.

2- When I download any language, I receive a text file instead of the language itself.

I encounter the same problem in my local test installation when activating the 'Quick Translating' tool.

@Marc I don't know if this is the same issue, but when you have "Quick Translating" enabled, various buttons and contents are completely without text and some views are destroyed (see screenshots). And I get the "VLE" texts in many places in the frontend.
