I created a test account as a Member. I only ever posted on the forum with this test account in post that say "test post", then I would delete all these posts soon after.

Just yesterday, I received the following email for this test account.

I think in the particular forum it mentions, I may have only posted twice at the most. I also did not provide any "best answers" with this account.

is this working as intended? At this rate, anyone that makes even 1 post will be an expert. I have disabled it for now until I get some better understanding of how it should work.

No, with that account I never even posted in a section where selecting "Helpful" was an option.
