I was just wondering if there was a way to have the layout the same as version 4 rather than the picture layout on version 5 ie the categories as text layout as in version 4

You can change that by clicking your profile photo -> Theme Editor -> Page Layouts -> Forum Index -> choose whatever you used in version 4.

i meant changing it in Admin control panel so everyone sees the same layout

The options you change in the Theme Editor are global for everyone. They simply moved them from the ACP to the front end (where switching a setting updates the view in real time and you can see the change happen).
