With the new 4.7.19 upgrade, a new option is shown at each report: "Change submission reason". See screenshot below.

However, we don't have any report type (Reporting Content > Manage Report Types) configured. IMHO, the button "Change submission reason" should only be displayed if we have more than one report type configured. If no report types or if only one report type is set, it makes no sense in displaying this button.
