Automatic Content Moderation option missing in Admin panel

As can be seen in this image. All the options are missing under "When reported as". I can't save the form because the system thinks I have not selected anything. I tried clearing the system cache with no affect.

I have literally run into this bug today. Please make sure that you have at least one report type until we fix this issue:)
