It's currently impossible to toggle the top option off (to periodically send you my usage data) and toggle the bottom option on. As it stands both options are forced to be either on or off. If you toggle one, the other will automatically be toggled upon saving.

Also you're missing the word "about" in the explanation for Usage data. It should be the second word.
