Each update of Commerce makes "On Hold" status in support center back to original setting

Hello,

Each time I perform update of Commence, the "On Hold" becomes available to customer. I set it back to be used my staff only, perform Commerce update and it is becomes available to customer again.

I cant see anything that would do this, nor am I able to replicate. If you see this happen on the next release, please could you let us know, and we can take a closer look
