Lately two patches for 4.7.11 have been released. Is there a place where I can find a changelog for these? The general release notes do not seem to cover this.

No. There is not a separate change log posted other than the description shown at the time you patch. 

If that is true, I suggest that these changes get documented in the release notes as well.
