Advertising: Show only on the non-content pages?

Hello! 

Is there a way to issue an advertising placement that will

target ONLY  those places  

 

 

and will exclude all others ?     

Right now you can only exclude them.

I would like to sell an exclusive placement to an advertiser/sponsor/ network that will show only there.

There isnt a way in which to do the opposite at present, without customisation
