Permissions for Moderators and Administrators to View User Profiles Anonymously?

Likely very stupid question and I know it's a feature, but I can't find the permission that allows moderators and administrators to view user profiles without them appearing in the "recent profile visitors" section. Can anyone point me in the right direction?

You can only do that by using a 3rd-party resource:

Bless you! I could've sworn it was a feature, but my guess is that this was somehow removed/disabled recently.
