You would need to reach out to your host. While these are not required to be disabled, it’s a good thing as a best practice to do. 

There is no way of disabling them through like a PHP_Ini file or through CPanel?

Your hosting provider/server administrator would be able to inform you the best way to disable them on your account/server.
