You would need to try and request these on facebook itself on the facebook application. Note however this does now require businesss verification, and we are aware it can actually be difficult to get this working at present

You can't request them, those options no longer exist in the current API. They have streamlined everything and consolidated it under a single option called pages_manage_posts I believe. 

Zapier is the only option to achieve this now and unfortunately there is no trigger I am aware of to selectively promote content? 

You could potentially use featured for that

Is there a tutorial on setting this up? (featured picks posted to FB) I am hoping to use this feature to auto post to my Fb page.

What is being referred to here is not automatic posting to facebook. We do not currently have the functionality for this. You may be able to use zapier to achieve something like this however.
