Currently if you type in my URL www.home2000.com you will load a image of SiteGround. I had a base WebSite there that is not even started, 5 days old. What really controls the action on the url? To create a web site with someone else do I have to cancel my url with SiteGround? Does the new provider of the new web site do that?  Does SiteGround or me have to release the url? What really happen with the URL?

Looks like you have several tickets in with us. Due to this, I would recommend pausing this ticket/topic to avoid receiving conflicting information as you are requesting several different items from keeping self-hosted, etc...
