Site freezes at time the downloads start

I just upgraded my IPS3 to IPS4 and experience some strange problem. Whenever user starts download a file the forums "stops" working until downloads finishes. I believe it is a config issue somewhere at lower level but can't think of any. Any suggestions?

FYI, my host is powerful enough.
