You know how you get a big message on your forum when there's a new ipb version available? 

Is there a way to send a public message which looks just like that to anyone who visits the forum, member of guests? 

I know there's the guest message widget, but that's only for guests isn't it? 

I do have the "Notices" plugin, but that's got some limitations. 

Can’t you use the built in announcements? 

I did search, but couldn't find the feature, I thought it was removed!

Unfortunately, the built in announcements look nothing like the IPB announcements though (you need to click on it, no icons etc. really plain, etc):

How about the Messages plugin?
