Any idea what this template error is?

It happens in the ACP when I click the notification bell and choose the emails not sending notifications. Worst part is I have 8 notifications and cannot make it go to zero. How do I clear it out?

I should mention this happens with all apps and plugins turned off and all theme modifications disabled.
