Hi, I would like my users to be able to decide, when they create a topic in a category, if they want the discussion format or the questions format. I don't want to create one forum for discussions and one for questions. 

The way I see it, it is not currently possible, am I right?

Nope. It's a forum type so all topics on it will be either Discussion or Question type. You can't have both in same forum.
