The password advice popup behaves a bit strange when a form uses tabs:

 

Is there a place (in the core software release) that I can see this behavior?

I don't really think there is (I can't imagine any other form other than the register form that has a password field while also using tabs). You can see it in action on my development installation if you like though.

It's likely that some javascript needs to reinitialize, but without having a core area to see the behavior in action it's hard to be certain.

You can easily reproduce by creating a form with 2 tabs and 1 password field (with strength meter) in each tab.
