Minimum topic title length

I know there is a Max title length but is there a way to have a minimum title length? My users are always posting topics with one word titles that are no use to anyone like "help" or "why". It would be really helpful to the whole community if I could enforce a minimum topic title length so maybe members might get a bit more descriptive with there titles.  I saw a plugging but seems was last updated in 2015. Any ideas anyone?
